Dying Graham Thomas rose

I planted a Graham Thomas rose two summers ago. It's never done well and never got that much bigger than the photo. It's on a South facing fence and gets the sun. I have a couple of other climbing roses and both are doing really well. Since the photo was taken I've cut d back the dead stems in the middle but have now noticed that the stem on the left is dying. I've been giving it plenty of water during this dry spell. Should I try cutting it back completely or moving it? At a loss of how to save it. Thanks in advance

The only rose I’ve ever had fail completely on me was a Graham Thomas. That was planted Nov 2018, I wonder if they had a weak batch.

Thanks everyone. Apologies for the poor photo the grass is actually strands I'd pulled up from between the raised bed and fence and not collected them all up properly. Will scoop up any that are left and probably still replace surrounding soil with JI , trim and water as a last attempt. Maybe it is just a bad batch then all the others are doing so well it's odd
