Phantom Hydrangeas

I live in north GA and have the above growing very well after last falls pruning.  There are several long shoots growing out of the top.  Can I cut these back? There are no flower buds showing yet.  I would like to keep the plants shaped rounded at about 3.5 ft and these shoots stick upwards about 2 ft above the main body of the hydrangea.

    ...those will be your flowering shoots, so you wouldn't want to cut them off right now...
