Peony buds not forming correctly

Can anyone let me know whats happening to my Peonies,  happened for 3 years

    How and where are they growing?
    Photos of the plant in situ needed  :)
    The buds sometimes 'stick' and can't open, then just rot.
    It's a place where beautiful isn't enough of a word....



    I live in west central Scotland - not where that photo is...
