What’s going on with our Lupin

Hi everyone we have several Lupins in the garden but never seen this happen before, it is only one plant that is doing it. Has anyone seen it before?

    It'll look spectacular if all those little buds develop into flowers.

    Thank you ever so much we’d never heard of that before fingers crossed they all bloom it should be a lovely display
