Problem Bugs

I’m hoping someone can identity these pests and advise how best to deal with them. Every time a plant or flower starts to fail for seemingly no reason, I dig it up and the soil is full of these bugs! I have them in all my boarders and some pots. I’ve started hunting for them and digging through the soil and without fail I’ll dig up several of these almost daily. I’ve had them for weeks now and I’m very frustrated. I think they might be leatherjackets but read they tend to be in your lawn primarily so I’m not sure. (I’m very new to gardening)
Any advice will be very much appreciated.
