I inherited an allotment. It had some of these in the ground. What is it?

It's beginning to go to seed whatever it is

Shallots?
Spring onions?
Ordinary white onions that have divided?

Does it smell like garlic? I think that previous owner forgot to dig up garlic bulb and every sets sprouted.

It's a shallot - that's how they grow, you plant a single bulb and it splits into cloves, just like garlic.
A trowel in the hand is worth a thousand lost under a bush.
