Sticky leaves.

What is the best way to treat sticky leaves on a number of outdoor trees and shrubs  please.

    Depends on what’s causing the stickiness?  Is it green fly? 
    Gardening on the wild, windy west side of Dartmoor.

    We have seen black fly, and we have used soapy water,  but it doesn't seem to make much difference, we are in Merseyside, about 10mins from the sea, and Thank you Lyn for taking the time to answer .
