Some of my hardy fuschia bushes are already starting to bud so it’s been a pretty mild winter in the NW. They go back to twigs below zero but have still pulled through after minus 6. With the tender ones, if you remove all leaves early winter and put into an unheated greenhouse or cool room inside they should re-emerge the next year no problem.
One of them in your old photos still had the label: 'Sintons standard' and that one is not hardy and rated as H2 by the RHS (1 to 5C minimum, keep in a glasshouse over winter.)

if they’re not in leaf now, they’re dead I’m afraid.
In some mild areas, the annual types will over winter if the conditions are right. Even the hardy ones go a bit rough in winter here.
