Scruffy and dead clematis

Is it safe to prune out lifeless, scruffy looking stems of a clematis which is spilling over a wall into my garden from a neighbour's (see photo). To me they look dead, but will they be alive further along, because it's a vigorous Montana and really impossible to trace where they go, and I wouldn't like the idea of killing half the plant.

    Have you checked with your neighbour what they might want to do with it?  In any case, it's up to you what you do with the stuff that's in your garden :)  I'm pretty sure that pruning the sad ends of it won't kill the plant

    You can cut back anything  on your property. 
    It's how montanas grow. They're just starting flowering here. Shame not to enjoy them though.  :)
    It's a place where beautiful isn't enough of a word....



    I live in west central Scotland - not where that photo is...
