Sam, @fidgetbones has given you the name of a good weed killer. I'm a little confused by your question re top soil depth. You will not need to buy any top soil.
GemmaJF I have a feeling that Sam wishes to get turf down as soon as possible.

It will need to settle for several months after any form of digging before turf. Else it is going to be one bumpy lawn.

That weed you have is horseradish. It has a long taproot. If you rotavate it you will have much more. Fork out as much as you can. If you water it well first, you may get the whole root out in one.
  • sorry I am a complete novice my garden is un level that’s why I though I needed top soil I’d like it flat as I have a child that is blind so she can walk on it safely I was just going off information that others have given me ( not professionals) I was told weed it turn it over 20 tonne of top soil then turf it

That is why I would never recommend rotavating.

Makes no sense when people have rotavators to advise them not use them.

With your child in mind, I would use weedkiller ( a strong one ).

Spray the whole area, leave it for 2 weeks and then spray again, wait 2 more weeks and spray any new weeds.  After 2 more weeks you can rake off the dead material.

The next step is up to you, but I would cover the whole area in layers cardboard before adding topsoil.

If a person owns a rotavator its absolutely fine but many people hire them when really they would be better trying to remove the weeds first. As for waiting several months - definitely not. The treading method is quite sufficient. However, Sam has mentioned that the area is not level so that brings another whole set of problems in to be sorted.

  • I am hiring one as it’s to large to do by hand
  • Should I cut down weeds first then put weed killer on them leave them a few says then dig them up with a fork ? Then rotavate the whole area ?
