Robinia - bubbles appearing in branches

Can anyone help identify what these bubbles are and if / how they should be dealt with. The trees five years old and has been healthy. The bubbles ooze a sap like liquid - is this honey fungus?

That’s an infestation of one of the many kinds of scale insect.

You can use meths, but it can be tricky to get hold of.
It's a place where beautiful isn't enough of a word....
I live in west central Scotland - not where that photo is...
