Leaves not sprouting on Silver Birch

I planted my silver birch about 3 years ago. It is about 16ft high. But the leaves from centre to the top are not sprouting well this year and last year. Any tips please?

    I lost one after last year's drought, about the same size too

    Thanks, its not dead though or even dying. Will watering help I wonder?

    Can't do any harm. Might young emergine leaves have been hit by frost?

    No didn't get latest frost here in West of Ireland.
