Viburnum plicatum tomentosum Kilimanjaro Sunrise

hi I bought this shrub in 2015 at the time all seemed well it even flowered in the autumn but since then it comes into leaf produces a flush of flowers then just refuses to grow no lateral or upward growth it has remained the same size since bought, it has grown near to a large pampas that has been removed now I thought it could be honey fungus I expected better from this Chelsea plant of the year can anyone help.

    I planted one around the same time out of a 9cm pot and it is now about 1.5m tall. You say yours flowered in autumn which is odd. Is that every year? Could it be having trouble getting its roots away? Are other plants too close and out competing it for resources?
