Dots ("mites" ?) on basil stem

Small dots along the stems of a bunch of my hydroponic basil plants. Treated them with neem oil every 3 days and they still are here. When they get larger and more plentiful. I have just scraped them off with a knife. Any ideas on what they are / what I can do to get rid of them / what I can use to get rid of them?

    Are they embryonic roots? I find that basil often grows roots on the stems.

  • Well they do show up higher on the plant as well, not just towards the bottom, and I have seen the "balls" on top of one another in some cases. I will do further research though, thanks for the advice! -- Also nice quote!
