What is this plant?

Hello,

This is my first post so apologies for any errors. 

I have this plant and I’m not sure exactly what it is. It is tucked away around the side of my garage, and was there when we moved in a couple of years ago. 
Ideally I would like to move it so we can enjoy it’s beautiful flowers. 
If anyone can identify it that would great. And if anyone could advise me when and where to move it to, that would be even better.

    It's a hebaceous paeony.  Don't move it until it goes dormant and the leaves die back in autumn.  When you move it, make sure that you don't bury it any deeper than it is now, or it may stop flowering.  Ideally, the tubers will be just below the soil surface, no more than an inch deep.  Contrary to an old myth, they don't mind being moved at all as long as you maintain the same planting depth.

    It's a peony and while they can be moved, they don't enjoy it. Now is not the time to do it, best to wait until the autumn when it goes dormant. They like sun, some shelter from wind and rich, neutral or slightly alkaline soil for preference, though I have acid soil and peonies that look like yours and grow ok.  Take care that you don't damage the roots in the moving process, they are large and thick, rather like dahlia tubers. Don't plant them too deeply or they won't flower; they like to be at the soil surface, no deeper than 2"/5cms.
     Oh, and while you're waiting you could start whipping out those horsetails!

    Hopefully when the time comes I can move it successfully. 

    Don't worry the horsetails will be gone, that area has been left neglected for a while ( out of sight out of mind)
