Wood chipping for weed suppression, lack of growth in protected plant

To suppress weeds around a baby gooseberry bush and mature blueberry bushes have surrounded them with weed suppressing sheet and wood chippings. The gooseberry and blueberry plants are not developing as hoped. Does the wood chip inhibit friendly soil bugs or is there some other reason that the bushes are growth inhibited?
