Black beetle under pots

When I lift some of the pots that have plants in them that are in the garden, small black shiny beetles start jumping about. They are just over 1/4 inch, shiny black slimline bodies. They never stay still and jump about in every direction. What are they, can I leave them alone or do I need to get rid of them. Valerie
