What is the law on sowing the seeds of plants not native to the UK?

I know customs usually prohibit the bringing of plants from one country to another.
I am curious about what the law is (probably agricultural) in respect of sowing seeds that are from plants not native to the UK. Anyone knowledgeable on the subject?
