Penstemon with mildew?

I have a well established penstemon (not sure of name but is low growing, spreads well and has beautiful blue flowers) anyway....I pruned it this spring and it's put on a lot of growth with plenty of flower spikes but has what looks like a bad attack of mildew and deeper into the plant is a lot of dried brown foliage!
Anyone come across this before and more importantly, anyone got any tips on what will clear it up if possible please?

    Did you cut it right back to the ground?

    No I didn't but it did have quite a good chop down to new growth. Is this maybe where I went wrong?
