Onions not bulbing

I have electric onions growing that I planted as sets in October. They are lovely and tall but don't seem to be bulbing. I've kept them well watered.  In some years they finish in May- is there anything I can do to help them on their way?

    Might be due to too much nitrogen perhaps?  It's nearly a month since you posted this, have things improved @bookmonster ?
