Should this have grown more?

This is its 3rd summer it hasn't grown much in all that time. It's in a shady position with a few hours sun and reasonably fertile soil.
Should it have grown more? I have a horrible suspicion it might be teabagged but I'd rather not disturb it unnecessarily

What is it? Some kind of ivy?

We’re not yet into summer hut yes Id say three years is enouhh for anything tonestablish a bit better than that.

Is it a variegated holly? If so , I had one in for about 4 years before it did much, now it’s reaching for the sky.
Maybe it isn’t , I’m hopeless at ID’s

It looks like Osmanthus heterophyllus variegata,
They are normally slow growing...esp variegated ones.

Holly takes ages to decide if it likes where it is, years sometimes then....... Like Lyn mine was 4 or 5 years in the deciding but is now v happy!

Is it an Osmanthus?
My Mum had one for several years and it grew to about 1ft high.
She decided to dig it up and gave it to me.I planted it and it romped away and is over 4ft tall now and has to be pruned every year!
The place I planted it was like concrete but it thrives there.
So maybe dig it up and see what is going on below!

I'm pretty sure it's an osmanthus. I wouldn't have bought holly or ivy. There's plenty of space around it to dig it out without it noticing. If it's that slow growing it needs to go nearer the front of the border. Then, you know what'll happen😉
