Level - Top Soil - compost - decorative

Hi greenthumbs. Any help or advice appreciated.
The left border of my garden that meets my garden wall is slightly sloped, shaded and subject to moss. I lifted some of the mossy turf and damp soil out last year with the intention to replace and level it and lay some decorative stones/gravel. FYI My garden also has a natural slope away from my house but that’s for another day.
In order to do as planned for the left border, to make it level up with the rest of the garden, would topsoil and compost be a good option? Would I need to compact it and then lay a membrane and stones Or am I missing something ?
