Unusual flowering Laburnum

A Laburnum tree near me has a very bizarre flowering pattern this year, something that I have never seen before. One half of the tree has flowered as normal, full of yellow flowers, yet the other half hasn't produced a single flower, it's just green leaf, it's split almost 50/50. The whole tree gets equal light and is normally fully covered in those magnificent yellow flowers.
