When to start feeding summer bulbs?

So I am excited to see a bit foilage coming up from my dahlia and begonia tubers - do I start feeding them weekly now or do I wait until they are flowering first?

    With dahlias l usually wait until they start to flower before l begin feeding, others may do it differently. 
    I suspect l have treated begonias the same in the past  :)

    My soil is shallow so I feed my dahlias once they are planted out. General purpose feed once a week until end July to encourage leaves and flowers then from August until end season I use tomato fertiliser. If I was being precise I'd say about every 10 days but I'm not good at remembering. Although originally from Mexico I find them to be thirsty plants.
