Are you planning to sell in the next 3 to 5 years as thats how long a tree would take. Having such a large tree blocking light into the house would put me off buying. Several large shrubs might be better. If you dont prune buddlia it will grow quite tall although flowers will be at the top but you could prune some stems down and leave others. Shrubs are also easier to remove than a large tree. But how often are you up stairs looking out?
Like living next door to a gypsy encampment I can understand why you hate it, but I agree with the others - if it's only from upstairs you see it, I'd be wary. You won't be able to get something to screen that completely, or instantly, and it may cause more problems down the line.
The only alternative I can think of is, if you put some trellis at that end to take a clematis montana, it would eventually spill along and over the fence and hide a good bit of it. Is there a wee access lane between the fences?

Our neighbours have very tall bamboo plants growing right at the fence. They are definitely 12ft, probably slightly taller. Evergreen, very pretty and make lovely noise when it’s windy. Don’t know how long it took them to grow this tall though.
Some bamboo plants are invasive but these seem to be alright. And large planters could help with that anyway.
@Fairygirl, yes, it is an access lane between our fence and the neighbour's. I'm not worried too much about overhanging trees because there are several others along the lane and nobody has complained. Plus I don't mind pruning them to stay legal.

A quick fix would be net curtains or frosting film to the bottom half of the window. But you could plant a tree with ascending, spreading branches as shown to blot out the view. Measuring off your fence, about 25-30ft would be enough.

@josusa47, no it's not an upside down style house but we do spend a lot of time upstairs and we are keen to have a pleasant outlook.
