Maintaining Tree/Plant?

Hi

Can anyone advise what is growing out of this tree/plant please? It’s this something that needs maintaining/chopping back or do I leave it?

Sorry if not very clear in my description of tree or plant as I do not know what it is. Gardens are a new territory for me!

    No harm in chopping it off if you don't like how it looks. And in any case you should probably chop it off when the flowers are over to stop it trying to put energy into seed.
