Cut them off as near the crown as you can. However, if they have been left a while, you will get a hollow 'well' that can fill and rot the crown. I cut a slot in one side to help it drain.
If you catch them early, the stem will still be solid.
Sorry for butting in on this question. I have a rhubarb that I planted about a month ago. This has started to flower. Is it ok to just leave it and let it flower? I don’t plan on picking any of the rhubarb this year.
No don’t let it flower. It will weaken the crown for next year. Remove it at the base and give the plant a couple of buckets of water twice a week, whether it rains or not.
