Hawthorn hedge moved, not dead, not growing

Hi all. In February I dug up and moved a ~10 year old hawthorn hedge. I knew it was a long-shot but decided to try it as we had a JCB on hire anyway.

Fast forward to now, it's not showing any signs of life. The leaves didn't form buds and I'm thinking that it has had it. I can scratch away at the bark and it's still very green, but I wonder if I should cut my losses on this and order a nice new hedge. The problem is that it's right on the public highway - so there is no privacy with no leaves!

Should I wait a bit longer? Or just start again and order new hedging? Thanks in advance...

    I would wait a few more weeks and keep up watering. Did you cut it back after transplanting? Even if you managed to keep a large rootball for each plant it will need to get its roots down before throwing out lots of new growth.
