GARLIC QUERY

I suspect this foliage to be from an old clove of garlic planted a few years ago.  Can anyone explain how it evolved into this thick mass of vegetation & can the stems be safely used in salads etc?

    If it is garlic the original clove will have formed a bulb of at least 10 to 12 cloves and if not harvested then each of these cloves will  multiple forming bulbs each producing leaves which start clumping in one area.  

    The stems are not the edible part.

    I've just come across the same clump in my garden. I certainly don't think they'll produce useful garlic cloves but I'd remarked to my partner Id start using the leaves in salads stir fries etc...certainly not poisonous. I'm assuming a taste like strong chives or indeed garlic chives which I grow for the flowers. At the end of the day there's nothing lost.
