Two possible problems that I can see there. The compost could be too wet - particularly likely if the pot has no drainage holes. Also the pot looks a bit small for the plant, so it could be pot-bound if it's been in there a while (roots filling the pot and going in circles round the edge).

Agree, the symptoms of over-watering or a plant sitting in water at the bottom of the pot can look identical to under-watering. It needs repotting as JennyJ mentions, into a larger pot with (a) drainage hole(s). You can then place that pot inside another slightly larger container or on a saucer/tray to protect the surface below and, more importantly for the plant, so that you can tip-out any excess water which collects there after watering it. Only water it once after re-potting then wait until the top 2cm of compost is dry before watering again.
A trowel in the hand is worth a thousand lost under a bush.
