Looks like a scarlet flowered Hawthorn..Crataegus.
One such as Crataegus laevigata Pauls Scarlet.

How beautiful, didn't even know they came in doubles. Our Hawthorn has just come into bloom, and looks stunning. If you can't find the one above, this could be an alternative. It's called Crimson Cloud.
