Problem solving Who done it?

Something has eaten all the flower buds on my french lavender but not touched the English Hidcote blue. I live in SW France and we have just had a week of cold wet weather and this is what I found........ There’s bit of cuckoo spit but no sign of anything else and nothing else has been eaten.
