Does xanthomonas stay in the soil?

I've recently had to cut down a lilac that was infected with xanthomonas and was not recovering. There is another lilac in the garden that has it but seems to be improving. My question is can I replace the lilac I removed with another lilac in the same position or will the bacteria be in the soil and infect the new one too? Would a different shrub or small tree, ie ceanothus be a better bet? Or is that bit of soil doomed forever, lol?

Wiki says different Xanthomonas generally infect different host plants - which would suggest that you shouldn't replant with another lilac in the same place, but maybe will get away with something different.   :)
Since 2019 I've lived in east Clare, in the west of Ireland.

Thanks Lirio, do you think I might get away with lilac elsewhere in the garden?
