Sleepers

I'm using sleepers as a garden bed
Intend to stack two together to give them some height 
Just wanted some advice 
How are sleepers best laid,upright or on thier sides,which is stronger?
If I do lay upright and stack two together will there need to posts in between to stop them from toppling?
What size sleepers do you suggest 
2.4x25cmx12.5cm or 2.4x20cmx10cm
Are they both as sturdy,smaller ones are considerably cheaper!

    Angle iron, 'L' style or 'T' as appropriate, will hold them upright.  See pic attached.

    flat = stronger, upright = taller.

    Can't see too well from pic
    Wouldn't wood look better as it blends with sleepers?
    But if it was only two sleepers could I get away without any support?

    also any suggestions on what is best for staining them before putting down
