Does anyone know what this is please?

We found this in a bag that we had grown potatoes in last year and also in one that had leeks in it.  Then today I found one in a pot that I planted about a month ago in which I was trying to grow peas.  Does anyone know what thos is please?

    I agree, squirrels steal and bury fat balls from the feeders here.
    A trowel in the hand is worth a thousand lost under a bush.

    Looks like  a berry suet block.

    Thank you for the advice.  Where I live there aren't any squirrels.  Could another animal do that?
