Orange? If so, it's a type of rust, the same one which causes Pear Rust when it gets transferred to Pears and other trees as part of its 2-host lifecycle. See here:
You can either cut it 8" further back from wherever you see it on the tree, fell the tree or live with it. Those of us with pear and apple trees would prefer the second option!
