Hebe attacked

I have two hebe that look healthy planted in the borders but I have just noticed that something has been digging at its roots. We have plenty of rabbits about at the moment and we are also on a cattle farm so lots of rats about that eat the cattle feed. So the culprit could be either of these. Something has done some similar burrowing under some sage and oregano bed. Any idea which one would be? If so, anything I can topically apply. Ideally natural?
