I think tillering is when the grass produces new shoots from the base (ground level). What you're showing is, I think, a single stem plant with leaf nodes. This site has the clearest pic I could find on the internet. http://blogs.oregonstate.edu/seedproduction/2013/12/24/tillers-rhizomes-stolons/ You can see that the tiller is a whole new shoot from the roots, with its own leaf joints, not just a leaf on the main stem.
I would wait a bit longer before risking weedkiller on it. As @Hostafan1 says, rolling is supposed to encourage tillering. If your mower isn't too heavy and has a roller, you can use that with the machine tilted back onto the roller.

Not at all, @JennyJ you’ve been very helpful! And 99.9% of what I say is generally said with tongue firmly in cheek.
I am completely open about the fact that I’m stunned by how many weeds there are. I genuinely thought I’d done an enormous amount of really good prep (250+ wheelbarrows!) and now I have a sea of green. Just the wrong green stuff!
It leaves me with the sense that I could have or should have done more but I also don’t feel great about using harsh chemicals either. Shall I get a sheep or something?
The other thread is getting huge traffic! My time lapse grass growing has had tens of thousands of views. Who knew!
