Hello John Francis, and welcome to the forum. Most of us on this forum live in the UK, so we tend not to know about growing conditions in other parts of the world. If they are sold there as seed for growing, presumably there's demand for them. Are there no gardeners among your neighbours you could ask?
Broad beans are a staple crop throughout the Mediterranean and the Middle East so I would expect them to do OK in the Philippines. We are just getting the first crops from Italy into the UK at the moment.
