To tread sub soil before adding top soil for new lawn

Hi all,
I'm currently prepping some ground fro a new lawn. We have medium clay which we have added some compost and turned over. At present th garden has been left turned over and we were wondering whether or not we should tread this down and level then add topsoil, of whether we should just add topsoil and then tread and level.
Any tips or recommendations would be awesome.
