What are these bugs and are they a problem?

Hello - could anyone tell me what these are? They are very small - about 4mm long (the stones in the pot in the picture are gravel). They are hanging about on one of my metal succulent planters. I haven't seen them elsewhere in the garden. And I guess more importantly - are they a pest?

They are aphids of some kind and would generally be considered a pest. If in the UK, you might be able to find them on this list of common ones:

Ah yes - they looked just like cypress aphids based on the first link you sent, so I've just checked my Juniper and wouldn't you know it, nice little collection of them in there too. Just about to give everything a thorough soap spray. Thanks!
