Overwatering or not enough?

Can anyone advise if this is due to not having enough water or over watering please?

    It may need a bigger pot.

    That was my first thought. If the roots get very compacted it won't take up water efficiently. 

    Pop it out of the pot, inspect the roots, re-pot with fresh medium.
