Help with plants please

Im not an expert gardener but do enjoy gardening. I have a 3 tiered front garden. 

In the middle tier I have an Acer. To one side of the Acer tree I have carnations pink and the other side is empty. I can send a picture if required.

This is where I need help and advice please.
On the empty side should I plant more carnations so the entire bed looks the same and then behind the carnations plant Dahlias. 

Or 

Shall I plant Dahlias on the empty side and then behind carnations and Dahlias plant Gladiolus.
I like planting in tier, what I mean is in a bed have smallest first then taller ones giving a tiered look.

    There's no 'should', really - plant it as you think looks best. If you want to know what others would do (rather than what you should do), then a photo would help!
