Do mice pull up onion sets

I planted some onion sets a couple of days ago, and covered them with horticultural fleece to protect them from birds. Just been out to check on them and although the fleece hasn't moved,  I could see through it that couple of dozen or so sets have been pulled up and moved around. I’ve put them back and watered the fleece well to make it stick down better. Is this mice? We have a very keen cat, so mice aren’t usually a big problem. Some might have escaped her notice though.  
Carmarthenshire (mild, wet, windy). Loam over shale, very slightly sloping, so free draining. Mildly acidic or neutral.

    Do you mean the fleece is on the soil? If so then it could be birds pulling them through the fleece . You really need a gap of at least 15cm above to keep them off  , so netting with fleece over to protect the plants that way the fleece is easy to remove during the day when its warmer

    It's possible but birds do it a lot too. I had all my bean seeds taken out of the pots by jackdaws once. Or even maybe pigeons, doves etc.
