I take several cuttings off my dahlias each year and they are so easy to do. just cut a shoot as close to tuber as possible and put it in a compost/gravel type mix roughly with some rooting powder but they can root without it. Give it a little water then keep in greenhouse out of direct sunlight if possible. They will soon root, I do one per pot but u can do several in each pot if u want.
That’s the way I do mine and I have a 100% success rate over 4 years since I started which is roughly 30 cuttings altogether.

If they have 'goosed" then you are doing something wrong as they are easy to shoot. Take the coverings off and water as required, sometimes twice a day at this stage. They do not need plastic covering, only bottom heat.

Watering twice a day would seem a lot, the compost is moist.
I also did some dahlia cuttings this month. I cut the stems as low as possible. Sometimes with a little bit of tuber sometimes without. I put 3 cuttings in 1 pot and will pot them on separately once I can see the roots coming out from the bottom of the pots. I like to keep the pot on a saucer to keep it wet rather than covering it. I always take cuttings of my favourite dahlias so I know I will have some backup!! And backup is a must have in gardening.
I'm doing this for the first time this year. 2 cuttings taken from the two new tubers I bought and started in pots and 3 from one that is emerging from tubers left in the ground. I've trimmed them of excess foliage and put on each in the corner of a 3" square pot, given them their own cloche form a square plastic juice bottle and set the pots on an indoor propagator with gentle heat.
So far, none has flopped. Fingers crossed.

I also take cuttings of roses and pelargoniums but have found it a lot harder with them as they are a lot more fussy.
