Bed taken over by ground cover

Hi all. Was hoping you kind people might suggest a couple of ideas here.

I dug out a bed a year or so back with the plan to fill it with plants. But the neighbours grow ground cover (2 types: ivy and a perenial cover) and it has taken over the bed.

I'm thinking of digging the whole thing out and filling with concrete but would rather have green! I thought of growing an evergreen ground cover in return but seems a bit aggressive. Competing shrubs would also be an option but anything I've planted just ends up smothered.

Any ideas?

    Neighbour's groundcover is a total PITA . The only thing to do is to clear it from your garden. Then you have to be vigilant for runners and seedlings. The same as you would do for any other weeds
    In London. Keen but lazy.

    My neighbour grows ivy over our shared wall which is indeed a total PITA but when the runners extend over the edge, I ask her to cut it back.  She hadn't realised it was a problem and did it promptly, even though I have to ask every year, it's not too much of a problem.  Have you had a word with your neighbours?  They may just be oblivious.
