Rosa Mme Alfred Carriere leaves

This recently planted (Nov. 19) bare root rose is putting up shoots already, but they look weak and not particularly healthy. Is this normal?

    It looks like they are being eaten. Have you checked for slugs?

    Agree with @posy re slugs. We have a Mme C and her leaves are quite pale and soft-looking (as if they are limp) at the start of the season so looks as if she needs a good tonic but then always grows rampantly and flowers her socks off without any extra care at all.
