    Looks like an Echinops seedling.
    A trowel in the hand is worth a thousand lost under a bush.

    Thanks @BobTheGardener. I do have some echinops  in that bed, but their leaves seem more thistley. I’ll see how it develops...

    I agree, echinops, they self seed, you'll notice more spiney foliage as it matures.
