  Blackspot infection. The leaves will likely drop. When they do gather them up and dispose of them in your garden waste bin. Give them a good watering and they should produce fresh ones.
  
  Ive got a hebe that’s suffering from blackspot at the moment.

  You can cut off the worst affected leaves and put them in the dustbin (if there aren't too many). There are sprays available to help, if that's your thing. Most roses get a bit of it.

  Even without testing for soil pH, my roses seemed to benefit from an application of lime every six months, seemed to have more resistance to black spot.
       It might help to mound composted manure and whatever fertilizers you're going to apply around the base of the rose, and then cover with newspaper and mulch.  If there are black spot spores in the ground, it will block them from reaching the rose foliage.  
       If you use chemical fungicides, make sure you wear protective gear.
