Potato tubers - when to plant...

Hi folks,

Hope you're all keeping well in these strange times.

I'm having a go at planting potatoes for the first time. I bought some tubers - "Estima (Second Early)". 

The instructions I received with them suggest leaving them in a single layer in a tray for roots to develop before planting.

I've had them in a tray on a windowsill for about 3 weeks now - and currently, they have very small roots as per attached photo.  Do these look right to plant or do they need more established roots?

    By the way ... the chitted shoots aren't the roots ... they're going to be stems so plant them pointing upwards.  :)

    Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.
